To whom it may concern,

 

I have very serious concerns about allowing yet another venue to sell alcohol beyond 11pm in Church Road. Disappointingly, the application includes both on and off sales.

 

You will be aware that this is a residential area, which is already saturated with premises selling late night alcohol including a pub across the road and a 24 hour off license a few metres away.

 

I am concerned about adding to crime and disorder in our area. You will be aware there have been incidents in Church Road  in the not too distant past, caused at least in part by late night opening and the availability of alcohol.  I am further concerned about public safety, and I think more late night drinking venues will add to public nuisance.

 

I have copied my local councillors.

Dear Licensing Officers

 

I am writing to object to certain requested aspects of the alcohol license being requested for Long Grain which is in our Special Stress Area. As a ward councillor I have had residents contact me with their concerns and I support them and explain the concerns here:

 

Off license sales:

 

  1. Unless offering a specific product that’s not readily available from Coop/ Sainsburys/ Tescos and the other existing off licences in the immediate vicinity I cannot see any justification for granted another off license sales to Long Grain and,
  2. If the offer is specific and unavailable at existing premises for off sales I would object to the off sales being available until so late into the evening

 

I would ask that the council refuse or limit an off license sales element to this license unless the offer brings something genuinely new and unique to this SSA in our Statement of Licensing Policy.

 

On premises alcohol license:

 

There are many premises already offering alcohol in this Special Stress Area and I would urge the council to ensure that the overall offer is unique and different from the offers already surrounding the premises. If minded to grant a license, I would request that the panel consider the risk of increasing the levels of antisocial behaviour, drug taking and noise in the area and therefore:

  1. Restrict the serving of alcohol to with a substantial meal only
  2. And restrict the hours alcohol is available to more reasonable hours such as 12 noon – 10 pm.
  3. I would also hope to see measures being taken such as installing CCTV and appropriate staff training.

 

Noise may also be a problem from the dance/ live music and late night food hours. It strikes me as unlikely that Long Grain intend to have live music and dancing at 9am on a weekday morning so I would prefer that the applicants please be more specific about when they actually expect to use the license for these activities and to limit noise as much as possible for residents living around the premises. I would want to know they would finish any loud music and/ or dancing by a more reasonable hour than stated in the application and that measures such as windows and doors being closed would be agreed to as conditions. Friday and Saturdays are more reasonable for this type of evening noise and I would hope that any amplification of music would be either limited or prohibited after 1030pm. I would ask that the panel condition music and dancing and hot food after 10pm with care for the people who live in the area and with regard to the proliferation of premises that already exists.

 

It is unusual for me to get people to ask me to object to a license in this ward and more unusual and concerning to me that residents feel worried about doing so with their own name and address. I would therefore ask that this gets heard before a panel and that if heard, myself or Cllr Robinson can speak to our objection.

I have residents in both Medina Villas and Ventnor Villas who have asked Emma and I to object to this application, certainly the four in Medina Villas are concerned to give their names and addresses. I would therefore ask that this gets heard before a panel and that if heard, myself or Cllr Daniel can speak to our objection.

 

As a resident of Second Avenue for 19 years, I have seen how the eating and drinking facilities along Church Road have expanded and improved to a degree over that period.  But, primarily this is a residential area and potentially turning a restaurant into a club of sorts, playing music and dancing into the small hours is not appropriate.

I have been given your email address in relation to the premises licence that you have recently submitted.

As part of the process, Planning are consulted. Within you application you state that you intend to open at 7am, this breaches the current hours of opening that state 9am. I have attached the extant planning permission to assist you.

I appreciate that it is over 20 years ago but it was conditioned.

 

Can you please let me know if you intend to change the opening times of Longrain or will be submitting a variation of condition application to vary these hours of opening.

1. Doors and windows should be kept closed while music (other than background music) is being played except for access and egress.

2. Signs should be displayed at the exit asking customers to leave the premises quietly.

3. Signs should be placed in the outdoor seating area asking customers to respect residents right to peace and quiet.

4. Recycling of glass bottles will not take place after 23:00 and before 08:00.
